Post Office Building in Podil to be restored

The Kyiv Scientific and Methodological Center for the Protection, Restoration and Use of Historical, Cultural and Protected Areas (KSMC) has begun preparations for the restoration of the Post Office Building in Podil in Kyiv. The project involves strengthening (conserving) the building, restoring lost or damaged elements, and preserving its authenticity, the organization reported on its official website.

"Today, the premises of the Post Station Building will be released from third-party organizations in order to prepare for further restoration work and landscaping of the monument for use by Kyiv residents and guests of the city, especially considering the accessibility of the territory for all types of transport and the already ensured barrier-free access in this location," the message says.

The Post Office Building on the square of the same name in Kyiv was built in the middle of the 19th century as the main building of the Podil Post Station complex. This only building of the complex that has survived to this day is a characteristic example of the civil classicist architecture of the capital.

On the eve, KSMC specialists, together with employees of the State Historical and Architectural Reserve "Ancient Kyiv", conducted an inspection of the building, which SHAR reported on its official Facebook page.

"There were strangers on the territory of the building, which is officially on the balance sheet of the KNMC. They introduced themselves as Olha Rutkovska and Vitaliy Biletskyi - guardians, in their words, of the Postal Station. They refused to leave the station, explaining their presence with some documents that they had forgotten," the SHAR said.

It is worth noting that this building, damaged during the construction of the underground shopping center, along with a part of the ancient street with buildings from the times of Kyivan Rus found during the works, is being looked after by activists of the NGO "Museum of One Nation on Poshtova Square". They claim that they took the building under their supervision after the official security guard left the territory in March 2022.

"This is a unique situation where a monument of archeology and history of national importance is actually preserved by a group of Ukrainian citizens who, realizing the complete inaction of the central and local authorities, created a legal entity for this purpose," Olha Rutkovska, a volunteer of the "Museum on Poshtova Square" community, noted in a comment to the "Telegraph" publication.

The volunteers believe that representatives of the KSMC are acting purposefully to stop the activities of their museum and resume the construction of a shopping center on Poshtova Square. In contrast, the state reserve notes the disorder and littering on the territory of the monument. They promise to soon hold a meeting in which everyone can participate.

Підготовку до проведення реставрації будинку Поштової станції на Подолі у Києві розпочав Київський науково-методичний центр по охороні, реставрації та використанню пам'яток історії, культури і заповідних територій (КНМЦ). Йдеться про укріплення (консервацію) будівлі, відновлення втрачених або пошкоджених елементів та збереження їхньої автентичності, повідомила організація на офіційному сайті.

"На сьогодні приміщення будівлі Поштової станції звільнються від сторонніх організацій з метою підготовки до подальшого проведення реставраційних робіт та благоустрою території пам’ятки для використання киянами та гостями міста, особливо враховуючи доступність території для всіх видів транспорту та вже забезпечену безбар’єрність у даній локації", – йдеться у повідомленні.

Поштовий будинок на однойменній площі у Києві зведений у середині ХІХ століття як головна будівля комплексу Подільської поштової станції. Ця єдина споруда комплексу, що збереглася до нашого часу, є характерним зразком цивільної класицистичної архітектури столиці.

Напередодні фахівці КНМЦ спільно зі співробітниками Державного історико-архітектурного заповідника "Стародавній Київ" провели обстеження будівлі, про що ДІАЗ повідомив на офіційній сторінці у Facebook.

"На території будівлі, яка офіційно перебуває на балансі у КНМЦ, були сторонні люди. Вони представилися Ольгою Рутковською та Віталієм Білецьким – опікунами, з їхніх слів, Поштової станції. Залишити межі станції вони відмовилися, пояснюючи свою присутність якимись документами, які вони забули", – розповіли в ДІАЗ.

Варто відзначити, що цією будівлею, постраждалою під час будівництва підземного торгового центру, разом зі знайденою під час робіт частиною старовинної вулиці з будівлями часів Київської Русі, опікуються активісти ГО "Музей однієї нації на Поштовій площі". Вони стверджують, що взяли будівлю під свій нагляд після того, як у березні 2022 року територію покинула офіційна охорона. 

"Це єдина у своєму роді ситуація, коли пам'ятку археології та історії національного значення фактично зберігає група громадян України, що розуміючи повну бездіяльність влади центральної та місцевої, створила юридичну особу з цією метою", – зазначила в коментарі виданню "Телеграф" волонтерка спільноти "Музей на Поштовій площі" Ольга Рутковська.

Волонтери вважають, що представники КНМЦ діють цілеспрямовано на припинення діяльності їхнього музею та відновлення будівництва торгового центру на Поштовій площі. Натомість у державному заповіднику відзначають безлад і засміченість на території пам'ятки. Обіцяють незабаром провести толоку, в якій зможуть взяти участь усі охочі.
